May I thank everyone for trying to assist me with this current problem. My laptop which also runs Win 10 and is currently running Windows iCloud App 6.3 and it is working perfectly - it downloads all my iPhone photos straight onto its hard drive.
Today I decided to remove the iCloud App (7.0) from my Desktop PC and delete the iCloud Photos Library on the hard drive (which I did back up elsewhere) then remove the App, restart the PC and then re-install the iCloud App hoping that it might then re-create the iCloud Photo folder in My Pictures. The bad news is it did not create a new folder in My Photos and I am still receiving messages from the iCloud App saying that Windows 10 won't allow it to update the folder as it doesn't have permission to do so - which is obvious because the folder doesn't exist! I feel that there is an issue with Windows 10 and iCloud for Windows 7.00 which may have to be resolved - unless someone else is not having the same problem - PLEASE PLEASE!! Don't copy and paste all the 'blurb' from Apple about how it should work - there is obviously a problem in this current configuration.
